1. Carb is too lean from the factory. The white
spacer doesn't allow the jet to operate fully.
Removing it will enrich the mixture some. Still
need to remove the air screw cover and open the
screw to smooth out the mix.
2. Stock muffler won't help/hurt the mix too bad.
Keep it if you like it, trash it if you don't.
An HD "glaspak" from jc whitney sounds better.
